Children with a confirmed or suspected disability are entitled to receive a comprehensive, multidisciplinary evaluation to determine whether they meet the eligibility criteria for the Early Intervention Program (EIP) in each of the following areas of development: cognitive, physical, communication, social or emotional, and adaptive.

Autism spectrum disorders (ASD) are a group of severe disorders of development. They can disrupt social relationships and communication, play, and academic skills. ASDs usually lead to lifelong disability. The Centers for Disease Control and Prevention estimates that an average of 1 in 68 children in the US have an ASD. Science shows that early detection of ASD, when followed by the right interventions, can lead to better outcomes for children affected by autism. These include improved language, social, and adaptive functioning, and a reduction in inappropriate behaviors.
A communication disorder is an impairment in the ability to receive, send, process, and comprehend concepts or verbal, nonverbal and graphic symbol systems. A communication disorder may be evident in the processes of hearing, language, and/or speech. A communication disorder may range in severity from mild to profound.
Down syndrome is a chromosomal abnormality. A person with Down syndrome has three copies of chromosome 21, instead of the usual two. The extra copy of chromosome 21 is the direct cause of Down syndrome. Down syndrome is not caused by something the mother does (or does not do) during pregnancy.
Hearing loss is a diminished ability to detect, recognize, discriminate, perceive, and/or comprehend auditory information. Because the ability to hear sounds is crucial for the typical development of spoken language, hearing loss is classified as a communication disorder.
